Strange formation of lights captured in Mexico. UFO?5

This remarkable video was uploaded to YouTube by luisalfonsinho and it shows what appears to be a group of lights hovering quietly over Queretaro, Mexico. The video was shot at night during a menacing thunderstorm and shows something resembling the infamous Phoenix Lights video of the 1990s. It’s impossible to say what these lights are.
